If you tell them before hand, the other is considered a cancellation and there would be no refund anyway due to penalties. That puts you as solo and must pay the second fare in order to sail. Passengers may board as they wish - with those in their cabin or before/after others have come on board. A couple of other questions...does the potential no show have insurance? Of course. Make sure when you both print your boarding passes you pick the "individual" option. If the other person does not make the ship, he/she will get taxes and port charges reimbursed but that is it. You will not have to pay any more money. That other person loses his/her money.
