Actually on both the Oasis and Allure that Contraption is various levels of Diving platforms into a pool below. There are some sort of Diving performers that are the only ones who use that.

 

Wondered myself until we watched them as they were docked beside us in St Thomas. I believe they only perform when the ship is docked.
