Any business that has their own phone equipment (meaning not just a phone plugged into a jack at home) often has the ability to set their caller ID to whatever they want. I've gotten calls from Royal before and they were always a S. Florida area code, which this is not as others have said. With a 609 area code and we were out of the house. With VoIP services, the location of the caller-id, or the origination of the call means nothing anymore. A number can legally originate anywhere.
