Even if you don't dock at Pier 21, as our ship isn't next week, we will be bused to Pier 21 as they don't let you walk out of the shipyard. It really depends if they are picking you up to go somewhere or if you are meeting them to do something in the area. There is parking right at Pier 21 and there are also public lots along Lower Water Street. They are usually pretty full but we were able to find something when we were there. I would just meet them at the end of Pier 21 that heads to the boardwalk. There is a big circle at the end which is part of the walkway that they should be able to find easily. I am sure they have internet to view the port map or even better zoom in on Google earth which we do for every place we go. We met cruisers recently but we parked at the far end of the boardwalk area ( near the casino0 and walked to the ship to meet them. If you google and look at the satellite view you will see what I mean.:) The circle at the end of the boardwalk is perfect place to meet. :) It's all been rebuilt in the last few years and is two minutes from the cruise terminal exit.
