If you are at the Hilton Marina, then you can walk over providing the Regal is docked at Pier two or four. There are sidewalks both outside and inside the port. You will be required to show your passports and boarding passes to get through port security at the gate. It's less than a 10min walk. A taxi will only be about $10 plus tip, and I would suggest it. We walk from the Renaissance which is right next door to the Marina. We walked out of the front door of the hotel to walk to the port and there were a bunch of people fighting for the hotel shuttle which was pulling a luggage trailer. As we handed our bags to the porters the hotel shuttle drove up :D. You will need your boarding pass and ID to show to security at the booth.
