I am not totally sure on this but I withdrew $500 a few times when we were on Brilliance in May so I know you can do that amount. Yes, you can buy OBC via their Gifts By Celebrity (under the Already Booked Tab). Then select Gift delivered on board. You buy the OBC in $25 USD increments and they are currently charging $30.60 CAD. Unlike Royal you can do the purchase online. Just off Serenade and I can confirm that there was a $500 daily maximum. We tried to get additional out before we docked at St. Petersburg and the casino closed for two days, but were not able to. We had about $65 left on our cash account so we just went to the casino and withdrew it before we went to bed.. no problem with that. :D We knew we were done and would be getting off first thing in the morning.
