Harry It all depends on what country the citizen is a citizen of, what specific countries he/she is going to and what the cruise itinerary is. Then you have to check on the need for a visa from the countries one is going to. In other words, we can't help you without a lot of additional information and even then, the only valid answer will come from the countries you are going to and how many times you are going into any of the countries as well as your country of citizenship.
