The New York to Florida cruises have to go to a distant foreign port to satisfy the PVSA. That's the ABC islands. In theory a Florida to New York could go by way of those islands, although I don't see that happening. P.S. You could if there were an intervening call at a distant foreign port. I am only aware of one: a January 26 sailing on Oceania Insignia from Miami which calls at New York on June 27 - probably no what OP was thinking about, but which meets his specifications.
