Yes you can but you will be given "promotional chips" which cannot be transferred into cash but your winnings can be.

Yes, you can use OBC in the casino. If you are playing the slots, they load the amount you request onto your sea pass card. You set up an acct. on the slots machines (easy to do, the instructions are printed on a card they give you, and attendants are available to help also). Then, you just choose to use the promotional money to play with and the amount you want to use. Winnings will be printed on a slip to present at the cashier, unused money stays in the slots to be used at a future time.
