On the ships that I have been on, generally the area is off limits. The Captain will occasionally allow selected guests (those high in the loyalty program, suites, etc,) to go out on the heli pad for special events. For e.g. We were invited to sail into Venice on the Helipad with champagne offered and classical music played all the way in and down the grand canal.:D You can freely get to bow on Radiance, Voyager and Explorer. One of my favorite parts of the ship! Loved Rhapsody but that was one draw back that you couldn't go there on her.
