It's offered only at a very few US ports and requires coordination with US Immigration. When you book, it's an actual booking and you fill in your Personalizer as though you were sailing. In order to offer it in Canada, Princess would have to make arrangements with Canadian Immigration.

In Canada they have to coordinate with both US and Canadian customs and immigratioration.
