Cancel guest before final payment?

I may have someone that may not be able to make it on our cruise. Can you cancel the 3rd guest in a cabin before the final payment and there be a just have a penalty?? Is that wishful thinking. Lol

Your question is a little scrambled, but to be short, we can't give you a correct answer without knowing what fare category you booked under. If you booked Early Saver, there would be a penalty. If you booked any other fare, no penalty. EM

Right. Any booking other than early saver is 100% refundable prior to final payment IF you are in the US. So certainly could cancel third person. But answer will be different if you booked early saver or live in another country.
