Agree with Peregrina to check directly with Viking.....friends of ours tried to do similar in NY earlier this year and they were not allowed to do so.....but you never know, maybe this time the answer will be a different outcome.

A couple of non-passengers have reported being allowed to tour a ship, so it is at least worth the ask.

We were recently on a cruise with another cruise line that stopped in St. Kitts at a pier adjacent to a Viking ship. We went onto the Viking ship, explained that we had reservations on Viking, and asked if we could see the ship, fully expecting them to refuse on security grounds. Much to our surprise, we were given a complete tour of the ship. We were very impressed with the appearance of the like new ship, and we looked forward to our planned Viking cruise. Unfortunately, that experience was another story.

If Viking allows this, it would be treated much like Princess' BVE, where the guests would have to submit ID to Viking corporate in advance to get clearance. This is pretty basic ISPS security protocol.

While I am surprised that Viking let someone who simply showed up at the dock onto the ship, the difference is that ISPS typically allows "unannounced visitors" on the ship, at the Captain's discretion, so long as they are escorted by crew at all times. So, an escorted tour of the ship would be different to allowing guests onboard in the "custody" of passengers.
