Canada New England Back to back - is it possible

You should have no problem - you're beginning and ending in a Canadian port, not a USA port. PVSA applies when you begin in one USA port and end in a different USA port without visiting a Far Distant foreign port in between.

Can I book a Canada New England out of Quebec City to New York on the Royal Princess and then stay on for next leg New York to Quebec City.

No. You are booking a RT Quebec. PSVA is a violation when you board at one U.S. port and and then try to disembark at another U.S. port without stopping at a distant foreign port. The ABC islands and South America ports are the defined closest distant foreign ports to the U.S. Have fun on the cruise.
