If the broker takes a bid to the company that the company would actually consider & act on, then the broker could make a handsome commission. Sometimes the business model of a company isn't what you think it is. I remember talking to a senior manager of a famous car hire company who told me the key part of their business is not hiring cars, it's buying cars in bulk very cheaply from car manufacturers, sometimes an entire production run and then knowing when to sell those vehicles on.
