Carnival has to have liquor tax stamps on anything they sell in Texas waters, so only a limited selection is available so that the Carnival doesn't have to pay the tax for every kind of liquor they stock. When they reach international waters, the Texas liquor is picked up and they start serving from the full liquor stock that they bought at duty free prices.
