I think I would ask this on the NCL board, as it has to do more with policy and procedure, rather than Miami (I assume that is where you are boarding...you don't say).

 

Generally cruise lines don't vary their procedures much between ports. They have a fixed amount of time to clear off the departing pax and bags, board the new pax and bags, and resupply the ship. Usually in about 8 or 10 hours. If NCL starts boarding at 11:30 or noon, you will not be able to get on sooner. Departing pax must clear the ship first.
