Is it possible to buy dining packages onboard rather than in advance in order to use OBC?

Yes you can. Onboard pricing is 10 dollars more then the online in advance pricing

But it is possible to find that the times you want, if you leave it till you board, are taken.  If you pre-book the "a la carte" restaurants you don't have (can't) to pay "up front" so when you have bought the package on board you can then use it at the restaurant.

Yes  you can purchase onboard.      Reservations are unknown-   if will be available for you????    They aren't the same every cruise.    Simply-   depends.
