I need to know how close the port and airport are in Quebec

Cabs offer fixed pricing to downtown core, and airport has a big steaming pile of nothing around it, so just stick to a hotel that's convenient for sightseeing and the pier. You'll fritter away any savings of an airport hotel on transport costs coming & going for sightseeing then boarding, plus of course the wasted time traveling.

Definitely stay in Old Quebec vs. airport area.  Lots of small family run hotels that won't break the budget and bistros for a quick meal.  The city is very walkable although pavement uneven in many places but carriage rides in Upper Town and the funicular to lower town make it all very doable for a shorter stay

To directly answer your question, YQB airport and the Port of Québec are pretty much at opposite ends of the city. That really doesn't matter, as you want to stay down by the port anyways, as the rest is mostly suburban blandness not of interest to the average tourist.

In terms of hotels, you have a plethora of choices. Here is a list I put together of small boutique-style hotels that are walking distance from the port, depending on your willingness to walk with luggage 🙂. In order of distance:

Le Port-Royal

Le Germain Hotel

Hotel 71

Auberge Saint-Antoine

Hotel Le Priori

Auberge Saint-Pierre

If your ship departs from Wharf 30, you can add Hotel Le Saint-Paul into the mix - it faces Wharf 30, although it's a bit of a hike if you want to walk it, so you might want to get a taxi.
