I think you are correct in assuming that they are a sort of sunshade.

I remember a lot of questions about the cabins on the promenade deck and being over looked.  Tried to grab a screen showing this.  It looks like they are a bit higher as we first thought, but the first few from the bow appear to be on a ramp part of the promenade deck.
