Does anyone know what this fee is by chance?

 

*Calling and Messaging Package has a nominal one-time fee for making unlimited onboard calls and messages during your cruise.

Note that you do NOT need access to ship's WiFi inTERnet, only to the free inTRAnet.

If you use this app, are you still subject to your data, roaming and international charges by your carrier?

Nope, it is entirely within the ship's network. You are not subject to any cellular roaming fees from your home carrier.

 

The charge is usually about $10 but I have seen it as low as $5 on some cruises.

No, using the app onboard is free, using the messaging feature has a one time fee per device of $9.95

 

To avoid roaming charges you must put your device in airplane mode, them manually turn on wifi and connect to the ship's network. Failure to do so may result in substantial roaming charges from your carrier.

To have the "ship functionality" yes..... but you can download and use it preparing for your cruise.

No, this is completely independent of any internet package purchased.
