Yes you can, even though the flyer says differently. We have booked a three restaurant package and taken all 3 in Prime C.

No, only upon embarking.

You can make reservations as soon as you board. There is always a reservation table just inside the main entrance to Windows buffet on Deck 9. Sometimes there is a table in the embarkation terminal after check-in. The people at the reservation table(s) will know when White Night is, so you can avoid it if you want to.

During recent ten day Caribbean cruise on Journey, that we told would get a chance to try new menu on the four day Cuba. At last minute, Miami pushed out the change.  Chef did do  his favorites for us last night.  Wife loved the shaved salad, my favorite was the lobster ravioli.  Hopefully will be in place for our April cruises on Pursuit.
