A politician's promise Easily made, easily broken, to quote Mary Poppins. Although I think he's in ernest, he's not an expert, and no expert would advance that kind of target time without a lot more investigation. It would take a miracle to complete reconstruction and restoration in so short a time- likely double that if more structural issues arise from the ongoing inspections.
