Does RCCL have a shuttle from each port to the center of that city

If you don’t want a formal tour, can you take a ship shuttle into town to walk around?

Depends on the port. If you dock at some cargo ports they'll have a shuttle to get you through the port

Some ports in the south Pacific. Noumea - New Caledonia. Picton (IIRC) New Zealand, and they had it Wellington, New Zealand but that was due to the dock where we supposed to dock at was damaged by an earth quake.

RCI does not run the shuttles.  All local.

When we took a B2B on the Adventure up to Quebec City last Sep, the only way to get up the mountain into the old town was WALK or take a taxi.  The Celebrity Summit was also in port that day.  After we hoofed it up the LONG hill, we saw that Celebrity had shuttles running back and forth to their ship about every 15 minutes.  I vowed then that the next time we cruise to Quebec, it will be on Celebrity.....

Most ports in Europe have shuttles if the City itself isn't walkable. They are usually just waiting for the passengers to disembark.

We had this at Halifax.  Several other ships in, so were at a cargo pier.  So a shuttle bus over to the cruise pier.

Just off the top of my head....

Oman...an industrial port, so shuttles were available.

Yokohama...our favorite cruise terminal. The city provided free shuttles town/train station.

Honolulu....free shuttles to Walmart. 😉
