No...the price you see is the price that you will be charged.

There are no taxes on those items.

 

Internet packages do not incur gratuities.

 

So far, when you book dining packages in your Cruise Planner, no gratuities are added.  If you book and pay for a specialty meal on board, 18% gratuity will be added to your check.

I have a Diamond member's one day internet pass.

On a 12-night Mediterranean cruise, is it better to purchase the Surf one device package pre-cruise than using the free pass + purchase on board?

If you need it the whole cruise (questionable on a port intensive sailing like Med) and the pre-cruise discount is big enough (usually it is), then buying pre-cruise is a better deal.

Sure.  You can also use the single device package on any number of different devices, just one logged in at a time.
