Currently, I have a corner aft Havana Vista Premium Balcony booked on Deck 7 but was wondering if any of the other decks would be better?  I know 9 is fully covered.

Deck 9 is right underneath the pool area. Take that into consideration when booking.

Do the Grand Suites have Havana access on the Panorama?

From what I've read, I would say no.

Edit....well, that didn't take long.  I'm wrong according to Carnival's website:

A Grand Suite aboard Carnival Panorama features even more space than the standard suite — there’s plenty of room in your room! This stateroom is loaded for an unparalleled experience: VIP check-in, a huge balcony, and a convenient dressing area with vanity. And outside your room, you’ll even enjoy daytime access to the Havana Pool.

(Guests 12 and up for this pool, please.)
