Always cruise RCI and Celebrity and we are allowed to bring 2 bottles of wine per cabin, is this allowed on NCL?

NCL does allow wine to be brought on board, for a corkage fee.

You can bring as many bottles of wine as you wish but you will have to pay a 15.00 corkage fee for each 750 ml bottle.  No freebees.

Do they charge you at check in at the pier or once you bring bottles to dining rooms? What if I drink in room?

They charge you at the pier.  If you drink in your cabin you still get charged.  Check out the FAQ's on NCL.com, this is covered in detail
