Yes.  They have bar stewards roaming about the pool deck areas, they will usually ask most people as they pass if they want a drink, or you can just wave them over.

If you are on a medallion class ship, You can order with your iPhone and they will bring it to you no matter where you are. They will know where you are. We just returned from the Sky Princess and that worked great.

This is incorrect! 

Drink package is not valid in staterooms with a Medallion or without.

Medallion will not work in the DR's and other areas onboard.

Drink service in the DR is available.

A warning pops up if the area is excluded for delivery.
