Through the years, there have been plenty of reports of the maps being inaccurate. Last year, the Royal Princess went West of Vancouver Island. Though I think they had hoped to go East. So that probably was a last minute change.

It's vague since cruise lines may use that phrase differently.  I've always considered the IP to be between the mainland and the off-shore islands or anywhere like that from Ketchikan to Skagway.  Below is a map from alaska.org (the state travel office) which only labels the IP as being between Ketchikan down to Seattle, even though the route appears to be out in the ocean.
