Not exactly, but might as well be. Amber Cove was built by Carnival Corp and is only 10-15 minutes west of the town. Search Amber Cove shore excursions and you will find plenty to do; such as city tours, cable car to top of Mt Isabel, waterfalls, and beach breaks.

Is Amber Cover strictly used by Carnival or do other cruise line use it?

It is primarily Carnival and their associated brands. Carnival brands include, Carnival, P&O, Princess, Holland America, Aida (German line), Costa, Cunard, and Seabourne. There is the occasional visit from a non-Carnival brand. I have seen Marella stop there and also MSC. However, with the new port opening in town, I doubt any non-Carnival brand will stop in Amber Cove.

Thanks for this - I have a cruise on Celebrity scheduled to stop in Puerta Plata in 2022.

It's too far out to do any real research, but I did wonder if Puerta Plata and Amber Cove were one and the same.

It seems not.

I'll be following info about the new port as we get closer.  To me, "in town" is definitely better than a purpose built, cruise line owned, Disneyesque experience.

Those are fine for people with kids and/or lacking a sense of adventure, but I'd rather explore the country where I find myself.
