I can only speak to drinks and excursions. They vary ship to ship and sailing to sailing. So, one week the drinks package for the 4 night Bahama cruise on Navigator could be $65 and the next $45. So, no there is no way to tell in advance.

Good news is that if you book at $X and the price of the  package drops you can cancel and rebook at the better price.

You can only see these things once you've booked.  Once you've booked, it will continue to change over and over again so you must keep checking to make sure you get the best price.  It only takes a minute each day to check.  And don't get too excited when they email you about some amazing sale, it's a lie. I got my drink/Voom package cheaper on a non-sale day than when they announced the fake/phony BOGO sale. I think they just assume people don't check regularly and will just believe it's truly a sale and buy it, and never check again.

If you want to get an idea of pricing before you book the cruise, you can go to the Roll Call Thread for that sailing and ask people who are already booked if they'd be willing to look up certain items, like excursions, dining packages, drink packages, etc.

When I called to book my cruise, they were able to look and tell me if a particular type of excursion still had space in it. I'm assuming if you call and ask them they would also be able to tell you about the other pricing so you can have an idea as to what your all-in costs are. Also, they can book those for you on the phone and as someone mentioned if there is a cheaper price you can cancel and rebook for the lower cost.
