I'm wondering if the reduced numbers crusing over the next few months is allowing self parking to be available on a temporary basis.

Are you sure this is CPS?
Parking for Celebrity is done by ABParking.

ABP at City Terminal is all self parking.

PENQUIN CRUISE PARKING, have moved from Marchwood to west quay road opposite Carnival U.K sharing parking with Carnival uk staff and have 100 parking lots with hotels ,PREMIER INN, and HOLIDAY INN ,right next door.

ABP is quite civilised. Park your car, take out the bags and they have vans parked at stratigic points to take your luggage. Off it goes to the ship and off you go to check in. Coffee and cold drinks await you at the terminal.
