Fee for Casino charges?

They talk about a 3% fee for using a credit card in the casino, and that is waived for certain cruises, but I have never been charged that fee for charging my casino play to my sign and sail account.

To clarify, you pay 3% to get chips at table games if you're not sailing with a special offer that waives that (e.g., Ultra) but that's if you use your sail and sign (or other) card.  No 3% charge for chips at the table if you pay with cash or if you're on one of the casino invitation cruises that offers to waive the fee.
