Confused about Izumi

Can someone please explain how Izumi works. 

When we go to Chops we pay a flat fee for a full meal. If I want two appetizers I can get it.

But, looking at videos or reading about Izumi I am more confused with what seems conflicting information. 

The $35 that is charged when making a reservation on the RC site is a price fixed price? Or, do you pay alacarte and the items are deducted from the $35? If you order more than the $35 are you then given a check for the excess food?

The price for Izumi is $35 plus whatever above $35 you order.  If you stay below $35 you will owe nothing more.  If you order more than $35 you will pay the additional amount in addition to your original $35.

We like Izumi we rarely go over the 35 limit if we do it’s by only a few dollars.

Just did Izumi on Adventure of the Seas last week, Adventure doesn't have and hibachi.   They have you pick one small plate and two large plates.  Here's some pics of what the two of us had.

When we have prepaid for Izumi with a 3 specialty dining package, you could order anything you wanted.

 

And they credited on the bill up to $35 per person.
