Those protocols do indeed call for crew-served buffets and enhanced cleaning procedures during and after a noro outbreak on a ship (I've experienced this myself)...but they are not necessary, just suggested by CDC's fomite results, for a COVID situation. When did you encounter "thousands" of cruise people with noro? I am not a cruise ship doctor (yet). I am based in the US. But it can happen with cruise ships. I would prefer served buffets d/t people grabbing food with their bare hands and putting it back. Pre-covid, we've always mandated everyone go and wash up after settting their food on the table from the buffett. There are plenty of hand washing stations that make it fast and convenient. I also agree with the health experts that say getting COVID from contacting surfaces is extremely rare.
