Whoever you spoke with is ill informed. OBC is just a credit on your on board account. If you have the standard fare then a daily gratuity charge of $16, $17 or $18 is posted to your account. This charge nets against any credit balance. It is automatic. When on board one does not specify the use of OBC. It's just a credit. If you have the plus or premier fare then the daily gratuity is included in the fare. No separate charge.

Any excursion pre-booked or booked on board and any other on board expense. It will all net against the credit balance (OBC). The only exclusion is the purchase of FCDs. These are charged directly to your credit card. They do not go through the on board accounting system.

Just returned from a cruise and I'm happy to report that my onboard credits was applied toward gratuities just like everybody said 🙏

Yes. The automatic gratuity will be charged to your account. They use up any available nonrefundable onboard credit first and then refundable. Of course, if you have Princess Plus, the gratuity is included in your fare. Perhaps that's what Wowzz was thinking of.
