Private tours permissible in Italy?

Why not?  As long as you covered - vaccine and testing - according to whatever the Italian and EU rules are at the time, you can do whatever you want on shore.

I think maybe the OP was questioning whether you will have to take a Celebrity tour to get ashore.

And no, you cannot do whatever you want in another country, you have to abide by the rules of that country.😱

MSC has the following on their website under the Mediterranean travel requirements:

 

 

  • Beginning March 2022, guests who are fully vaccinated may be allowed to ashore independently and will need to follow the requirements of going ashore according to the countries they will visit.
