Does anyone know if you use a certificate of recovery to board the ship can you get off in Canada?

If a certificate of recovery is not accepted for entrance to Canada, you won't be boarding the ship in the first place if it goes to Canada.

There are several countries that do not accept a certificate of recovery yet that does not stop you from going on that cruise.  It only stops you from disembarking in that particular country.
