How was it flagged. All itineraries make port calls at distant foreign ports. There are a few Island Princess itineraries that are RT US ports which also comply with PVSA regulations. In the OP's question the PVSA regulation considers the voyage as embarking in L.A. and disembarking in Ft. Lauderdale with a port of call in at least one distant foreign port. In fact, except for the first two stops in Hawaii, all other stops are distant foreign ports of call. Booking as one or multiple trips makes no difference. LA to Ft. Lauderdale via the Panama Canal would not be a violation of the PVSA as long as it stops in a "distant" foreign port. Typical qualifying ports for LA to Ft. Lauderdale via the Panama Canal are anywhere in South America such as Cartagena, or any of the three "ABC" (Aruba, Bonaire, Curacao) islands.
