Tampa flight at 11:30am.

You should be okay. For an 11:30 flight you need to be at the airport by about 10:00, and with typical TSA chaos 9:30 is better. A taxi from Port to TPA will take about 15 + minutes (and should cost about $25+tip). There will be many taxis plus shuttle vans waiting, and Uber or Lyft might save you a few $$.

 

Jan and Feb are the worst months for fog, which could delay your ship's arrival - have a backup plan just in case.

Our cruise was in and out of the Tampa airport.  Since we were carrying our own luggage, we got off the ship by 7:30.  We had arranged roundtrip private transportation, so phoned the company when we disembarked, were picked up in 10 minutes and at the airport by 8:00.  No problem at all.  I should also mention the Tampa airport has a large enclosed open-to-the-sky space with tables and chairs where you can sit and await your departure which is nice if you are trying to avoid virus exposure in public places. (Can't recall if it was before or after security).
