With that said I'd say always buy insurance, esp. an insurance policy that allows you to cancel for any reason. Then you'd be good, you could make an insurance claim if Carnival cancels. I believe if one didn't buy insurance and Carnival hasn't yet set cancellation letters out then you could hurry up and purchase insurance.
