anyone ever successfully change a booking to a new date

All the time. My TA gets worried if she doesn't hear from me with a change every so often.

When?  Immediately or after final payment?  Refundable deposit or non refundable?   Cruise insurance?  

In general yes; but certainly not always.

If you booked with a non-refundable deposit and are changing the ship, sailing date or itinerary then you will be charged a $100 pp admin fee for the change.  If you have a refundable deposit no charge. You will pay the prevailing rate for the new sailing.

That I don’t know as I have not made a booking and changed it within 24 hours.
