If everything goes right...the ship docks on time, CBP quickly clears the ship for disembarkation, you don't personally get delayed by the CBP clearance process (I'm assuming you're not a US citizen so you won't just get a perfunctory facial recognition wave through) and you're able to get a taxi, Uber or car service quickly...and finally you don't encounter a traffic jam, you might be able to make the flight. Checkin cutoff is 60 minutes for most flights departing the US to Canada (its a carrier to carrier policy rather than a blanket one so check with yours). But you could arrive at 10am, which is more reasonable in this scenario, and be fine. It will then come down to how long the TSA security line is. I'm not saying that this isn't going to be difficult to make-- there are a lot of things that could go wrong-- but don't put the added pressure of an arbitrary time on yourself when you have an extra hour+ more than you are budgeting for yourself.
