I would estimate 60-70% were in some form of PJs for the pajama party, but not everyone and you are free to wear whatever you like. 
On Scarlet Night it was probably closer to 90% who had at least a splash of red in their outfit. But again there is no need to. I saw someone in a full tuxedo and black tie!

Exactly as above, wear what you want.  Most people know about Scarlet Night in advance and do a little something--maybe as simple as a headband, bandana, socks, a handkerchief in a pocket, etc. Some people go all out. I've seen devil costumes, sequined tux, full ball gowns, etc.  You are welcome and won't be out of place no matter what.
