When was it changed?

and it is a 69 mach1

Not sure when, but we were there in October and didn’t need one.

On the Mustang front I love them. I had a 69 Mach 1 with a 428 shaker hood in emerald jade. Currently have 4 and a 2006 Ford GT in Heritage Edition livery.  I have had others that have moved on, but Canadian winters and a gravel road make it tough to enjoy them.  As my wife says her car has to stay in the garage and an auto starter doesn’t count. 😁

Those headings are not from the RC website.

THIS is from the RC website:

Pre-cruise testing is no longer required to sail, with a few exceptions. At this time, only the following sailings have pre-cruise testing requirements:

You will not need testing for Haiti.

Sad that your travel agent sent you incorrect information. I would question the source of the info the agent sent and/or get another travel agent.

I hope your future info is accurate.
