Hotels in Quebec City

Hi.  I’m sure this topic has already been discussed but I was unable to locate it.   Contemplating sailing out of Quebec City in Sept/Oct timeframe.  Seeking a hotel that is walkable to restaurants and shops and not too far from the cruise terminal (if possible).  
While the Chateau Frontenac looks beautiful, we are looking for something a bit less expensive 

Any opinions greatly appreciated

I have stayed at the Le Hotel St-Paul post cruise and am going to book it again this Fall pre-cruise for a couple of nights.  So close to the cruise terminals, train station, the old city, and restaurants.  Worth it.

Hotel Port Royal is very close to the port and restaurants and a very walkable area.

I stayed at https://www.hotelvieux-quebec.com/ post cruise a few years ago and am staying 2 nights pre-cruise this October. Great location!
