Are the drink, Wi-Fi, water packages refundable if the cruise is canceled in a scenario where there’s no insurance? After final payment etc. thank you

Yes.  All cruise planner purchases get refunded just like taxes and fees in the event of a cancellation.

You can also choose to cancel them for a full refund up to 2 days before your cruise. I think you can also cancel them on the ship if you haven't used them yet.
