Which is better when debarking at terminal 19 ?

As a south Florida resident, I would always pick a garage over a parking lot.  While the sun is not as intense in the winter as it is in the summer, your car will still heat up.

 

Have you checked the port map?  The garage (blue P icon) is to the right of the terminal and the parking lots (black P icons) are in front and to the left of it.
