Boarding time - when assigned

I am new to HAL. 
When do they assign the boarding time?

When I completed the check-in process, I got the message that my boarding time will be assigned on January 23.

I checked today. The boarding pass is ready but without time. And again, it is said that it will be assigned later. 

When?

Boarding times are generally assigned 2 weeks out.

Its a check in time, not a boarding time and they are assigned 10-14 days out. Many threads on the topic here. Here is one from yesterday:

Check in time is assigned ~two weeks prior to sailing BUT it could (and does) change (3x for me) so keep checking even once you get a bar code.

Check in is when you arrive, and go through the process. People get check in times as early as 10:20. However, the ship probably won't be ready to board before 11:15 or 11:30.
