Why is a turn around cruise (back to back) from Alaska not allowed?

I eventually got a new TA who also had to do a ton of research to confirm I would be ok with a Royal Seaward to Vancouver, then a Celebrity Vancouver to Hawaii, which seems fine, but same parent company, she wanted to be 100% sure. She had to get a supervisors on both lines to get the confirmation it would be ok, cause the regular reps didn't know.

 

Switching cruise ships allowed this 🙂 Glad you found a good TA!

 

Spending the night between cruises also solves it.

Neither Jones Act, nor the actually-relevant-to-cruisers PVSA, give a proverbial cr*p where the cargo or pax are from; they are both written about the vessels moving the cargo or pax. Ditto for any other equivalent law, like our own Coastwise Trading Act in Canada.

It doesn't matter.

It affects the booking passengers - doesn't matter if the passenger is American, or any other nationality.  There is no loophole around it.
